No app.config for windows service ?

First of all my question is not specific to WCF, but I found no single forum for Windows Service.

I am writing a Windows Service in C# using VS 2010. When I created a new project using the Wizard/Dialog. It created the project with 1 Service and no app.config file. I tried adding one to the project its not helping. ConfigurationManager.AppSettings["name"] still returns null.

How can I have configuration for a Windows Service, not a WCF service hosted as a windows service.
